Why this project

Why this project

“The problem is not that the profession has forgotten what it is supposed to do. The problem is that it has forgotten how to do it.” Chapter 5, “The Real Search”

Why ICS

The Institute for Civic Service (ICS) was founded on a conviction as old as the Republic itself: that public service is not mere bureaucratic maintenance, but a demanding, creative craft. The crises fracturing our shared civic life (the working families displaced by speculative housing, the transit riders stranded in daily exhaustion, the loneliness that shadows our public parks) are not tame mechanical puzzles waiting for another regulatory checklist. They are wicked systems, where an isolated decision in one department ripples through the lives and dignity of entire neighborhoods.

What the book is

The Lost Art of the Plan is both an indictment of our administrative retreat and an invitation to renewal. It asks public servants across every agency to set down the clipboard of the clerk, take up the tools of the civic artist, and join us in the quiet, magnificent labor of seeing the city whole.

Every morning before dawn, thousands of men and women step quietly into municipal offices to steward the fragile machinery of the American city. They manage transit schedules, inspect aging tenements, review water mains, balance departmental ledgers, and staff neighborhood health clinics. They are decent, hardworking people who entered public service out of a noble desire to do good. Yet too often, the modern municipal apparatus confines them to the sterile comfort of the administrative silo. Walled off by specialized jargon, protective procedures, and software dashboards that tally data points while missing the human spirit, they find themselves managing the symptoms of decline rather than shaping the living whole.
